Character Skill

So I'm new to this site and I was wondering if it mattered where we started our characters in terms of skill. I come from an old RP site where it did not matter what skill level we started with as long as we met the criteria in history length and such.

I know we can't start with higher tier weapons so I don't intend to do cross that line.

I was just wondering about skill level, if I could make a character that was decently strong, but not entirely OP.

Think of the difference between Jaune and Pyrrha, in terms of skill. Jaune is strong, to be sure, but he is not nearly as experienced and proficient in combat as Pyrrha is.
