So my character's semblance (hypothetically) is seeing the future within 1 meter of her 30 seconds into the future. The banned list just says "Tine." Would this fall under that heading?

Unfortunately yes, anything that is Time related is banned, such as Time Travel, Foresight or any other possible manipulation because it will must probably end up on being pretty godmoddy... sorry but you'll need to come up with something else ^^||
